About the Training

Ethics Pronouncement 200 (EP 200) has been in effect since 14 Nov 2014. This pronouncement lays out the requirements and guidelines for public accountants in Singapore for Anti-Money Laundering and the Countering the Financing of Terrorism (AML/CFT).  Since its implementation, it has undergone several revisions, and the latest version on 28 Mar 2017 came into effect on 1 Jun 2017.   In Mar 2017, EP 200 was included in Part IV of the Accountant (Public Accountant) Act and non-compliance to the requirements in EP 200 may land the public accountant in disciplinary proceedings under the Act.

So how can public accountants prepare their firm for EP 200 requirements?  

This seminar would be of interest to public accountants who are preparing for EP 200 review by ACRA/ ISCA.  The session will share information on the requirements of EP 200, the preparation and implementation of the requirements, and the key review points observed by ACRA during the EP 200 review.

Program Detail

How to set up an effective AML Compliance and Audit Function for small firms?

EP 200 and ACRA's AML/CFT Guidelines for Registered Filing Agents require professional firms to set up separate compliance and internal audit functions.  This session will discuss how small firms can implement these two functions to ensure that the AML/CFT policies and procedures are carried out.  The roles and responsibilities of the Compliance Officer and Internal Auditor will also be discussed.


Overview of EP 200

This session will provide a macro view of EP 200, its development and the implications to the public accountants.  The key differences between the requirements of EP 200 and ACRA's AML/CFT Guidelines for Registered Filing Agents will also be compared.


Key EP 200 review findings by ACRA

ACRA/ ISCA has been conducting EP 200 implementation reviews among the public accountants.  This session will discuss some of the key observations and findings from the reviews conducted.


Preparing for EP 200 - Development and implementation of a firm-wide AML/CFT Policy

This session will provide a brief overview on the contents that must be included in the Internal Policies, Procedures and Controls (IPPC) Manual, and how to align the IPPC with the firm's practice so as to comply with the documentation requirements of EP 200. 

About the Speakers

 Martin Lim

Martin is the Chief Technology Officer in Ingenique. He is the person behind the product development of all products by Ingenique. Prior to joining Ingenique, Martin has more than 15 years in the IT industry covering both technical and business development responsibilities.  With Ingenique, he frequently engages with customers on AML matters to develop solutions for them to effectively implement their AML processes.

Magdalene Ang

Magdalene is a Partner in R Chan & Associate.  Magdalene’s professional experience includes the audit of diverse companies ranging from small and medium enterprises to Singapore listed companies and multinational corporations. She was also involved in Initial Public Offering (IPO) and Reverse Take Over (RTO) roles.

Prior to joining R Chan & Associates, Magdalene was with the Institute of Singapore Chartered Accountants (ISCA) as a Manager in the Quality Assurance Department. She helped ISCA launched the Quality Assurance Review Programme, Technical Clinics, and the Online Technical Forum. She contributed monthly articles on audit related topics such as Inventories, Related Parties and many more based on the monthly technical clinics conducted. She was also formerly a Quality Assurance Review Advisor under the ISCA Quality Assurance Review Programme.

Magdalene is a Chartered Accountant (Practising) (Singapore) and a Fellow Chartered Certified Accountant (FCCA).
